Run a promotion without editing a price list. Create a code, decide whether it takes a percentage or a fixed amount off, and choose who may use it — everyone, one dealer, or only sub-dealers.
Limit it by date range, by total number of uses, by uses per dealer, and by a minimum order value. Apply it on an invoice and the discount is recorded against the code, so you can see afterwards exactly what a campaign cost.
Dealers see the codes available to them in their own portal, so you are not fielding questions about what is still valid.
